Fw: MOPH Region VI Weekly Report 1/23-29/2014

Weekly reports generated by Region VI NSOs, 1/23-29/2014.

San Diego VARO:
Contacted Region VI NSO offices for various confirmations of equipment, various veterans and status along with follow-up.
Started my quest again for an office somewhere between Fresno and Bakersfield.
Researching data for BDD claims as well as various research for veterans claims.
Continue with training of new NSOs and AAs in both VARO San Diego and VARO Los Angeles locations. Continue on Follow-up with NODs and Appeals, as well as responding to phone calls, emails, claim review, etc.
Also, continue to review data in VCMS and checking Share/Vacols, Virtual VA, etc. for accuracy. Continue daily sign offs.
Eddie Kimes, NSO - Las Vegas:
Checked VCMS and SHARE for claim statuses and awardsto prepare for Monthly Report.  Conducted  veteran consultations.
Returned phone calls and made appointments.
Filed new service connectedclaims and POAs and submitted various claims and evidence with signature paperwork.
Went to Vet Center  for veteran consultation and made future appointments.
Joseph Phillips, NSO - VAMC Long Beach, CA:
I continue seeing Vets about a myriad of veterans services.  I inputted award letters into VCMS and updated diary entries.
I received a DVA Letter dated 01/16/2014 stating that one of our clients is incompetent to handle his VA funds.  It was initiated by his HUD VASH Case Manager. I have been corresponding with his Case Manager since Feb of 2013. She has mentioned on several occasions that she can only deal with the Vet in the mornings because he is intoxicated usually by 12 noon.  The Vet was recently granted TDIU and is no longer eligible for reduced rent.  He will continue to be followed by his HUD VASH Case Manager for the prescribed time period.
Continue general offices duties.
Tony DeVore, NSO - VARO San Diego, CA:
Very busy week with filing new claims and appointments with new veterans.  Had a VCMS conference call 01/24/14.
Continued entering award letters and rating decisions into VCMS.  Preparing for several hearings coming up in February and continue training of new AA.
General offices duties, returning calls, emails, purging and checking VACOLS for appeals, SEP, VBMS, Share, etc.
Arthur Harris, NSO - VARO Oakland, CA:
This weeks number of phone calls has been normal and I have three appointments with veterans two for new claims,  one was explanation of 100 percent benefits.  Continued VCMS updates checking SEP and VBMS rating decisions and checks all have been done this week as well.
Tennell Brady, NSO - VARO Los Angeles, CA:
During the week, this office conducted numerous live interviews, responded to telephone calls and submitted claims to the VA.  New employees received OGC letter for accreditation, and began the Basic NSO online training.
Traveled to our offices in Wadsworth and Sepulveda to ascertain information regarding office equipment capabilities.
Johnnell Jackson, NSO - VARO Los Angeles, CA:
Ive received numerous phone calls, helped veterans with questions as well as their claims, faxed off forms/request to their designated areas, filed award letters/correspondence, sent out mail, and finished final exams.
Continue with my NSO training.
Daniel Soto, NSO - VAMC Sepulveda/Wadsworth:
I have completed the NSO training manual tests.  I have also completed all three phases of the VCMS trainer and waiting further instructions.  I have also assisted the staff with interviewing clients and preparing all necessary documentation for clients.
Ron Quinata, NSO - Guam:
Assisted appointments, walk-ins veterans/dependents.
Assisted by John/IT, HQS upgrading Computer and Honolulu VBA IT folks.  I am now able to access VBA Programs, i.e. SHARES,VBMS etc. thanks to our  IT, John and IT folks in Honolulu.
Continued administrative work in the office i.e., updating VCMS, following up on letters received, filing
letters received, at least 20 telephone calls, email responses.
Jay Parker, NSO - VARO Phoenix:
This week I spent some time as I often do at the shelters, CASS and US VETS.  The state of AZ, and VA claim the homeless veteran problem has been solved.  This we know is false.  These shelters and others are full. We also know there will always be full shelters because a large number of people/veterans choose to be homeless.  I gained a couple of clients after explaining to them they can remain homeless if they so choose and still draw benefits.
VBMS has been down twice this week and SEP has only been up twice this week.
I visited the hospital twice this week and the vet center once.
General office duties, writing claims, data entry, purging.
Cheryl Paden, NSO - VAMC Tucson:
I have submitted claims, all of which were FDC.  I have helped Veterans with their pending claims.

I returned messages and emails some trying to find out what they need to bring in to start a new claim and some to get updates on their pending claims.

I gave paperwork/homework to Veterans so I can submit FDC claims for them.

I have reviewed decision letters, worked on filing and general office duties.  Continued other normal daily activities, filing, reviewing , I completed the pending claims report ,etc.

I continue to do research on Korat so I can do a fully developed claim for a veteran that was stationed there.
Raphael Paris, NSO - VARO Honolulu:
Conducted interviews with veterans seeking help for service connection compensation, submitted 21-22 for representation.
Several veterans came in to find out status of claim, also from NSO Guam I submitted medical documents  in reference to veterans response for VA propose reduction.  Met with veteran from Guam who submitted BDD claim with Honolulu benefits office, veteran was escorted by public contact officer to submit 21-22 with this office.  Submitted per veteran request direct deposit information.
Received correspondence and award letters for both Honolulu and Guam, mailed out letters to Guam. Returned/receive calls from veterans asking for status of claim.
Continue input into VCMS of awards, claims, etc.  General office duties, including making of new files, purging.   Follow-up on pending claims.
Breana King, NSO - VAMC Loma Linda:
This week at the Medical center was fairly busy.  I saw quite a few Vets week.   I signed a few new POAs and submitted several new claims to the Regional Office.  Since the last day of the month fell this week, I worked on getting all mail sent out.  I entered all claims and updates  into VCMS.  I returned phone calls and as usual Fridays are my filing days.
Michael Mullen, NSO - VAMC La Jolla:
It was a very busy week.  I answered calls, returned messages, I saw a lot clients, I submitted evidence for existing claims,  and I entered a good amount of ratings.  Other than a higher volume of clients than usual, it was a pretty typical week.
Erin Hamlin, NSO - Salt Lake City:
I have been making and returning numerous phone calls, seeing numerous clients by walk-in but no appointments.  I reviewed Utah Rating Decisions, BDD/PLCP Rating Decisions and no PLCP SOCs.  I forwarded PLCP Development Letters, submissions, and 1 Revoked VA Form 21-22.

Fwd: FW: Our Latest Blog: Servicemembers - you have new mortgage prot ections...

-

Servicemembers, you have new mortgage protections in 2014
It’s no secret that the housing crisis in recent years was particularly hard on military families. Servicemembers and their spouses at installations around the country, and even abroad, cited problems with mortgages as some of their most serious financial challenges. But now, the CFPB has written new mortgage rules that can help.
More than a third of the consumer complaints we’ve received from the military are mortgage-related. And at listening sessions around the country, concerned military families have told me about the painful consequences of poor mortgage servicing, sloppy lender recordkeeping, and inconsistent foreclosure practices. Obviously, servicemembers aren’t the only homeowners who have run into trouble with mortgage servicers or faced financial hurdles. But the demands of military service sometimes increase the severity of the problems or limit the solutions available to address them.
So, I’m happy to report that we’ve written new rules that address some of the worst problems in the mortgage servicing industry and bring new rights and protections to borrowers, including servicemembers. For military families, this means that when they seek help for a troubled mortgage or have to move because of Permanent Change of Station (PCS) orders, they will get fewer nasty surprises and face less risk of losing their home.
Here are some changes that should help servicemembers:
  • Restrictions on dual tracking. In the past, servicemembers dealing with mortgage troubles sometimes found that their mortgage servicer had moved forward to foreclose on their home at the very same time it was working with the servicemember on a potential loan modification. That’s called “dual tracking” and our new rules set up clear guidelines that restrict this practice.
  • More help for troubled borrowers. Too often servicemembers have had to apply over and over again for programs that might help them keep their homes, being asked to send in the same paperwork repeatedly. Our new rules require mortgage servicers to evaluate a borrower who files a complete application for help for all the options that are available to that borrower. That means no more multiple rounds of applications and wasting of precious time and resources for the homeowner seeking help!
You can find out about options for helping servicemembers with a troubled mortgage by watching our Military Educator Forum on the subject, finding a HUD-approved housing counselor , or calling 888-995-HOPE (4673). You can also Ask CFPB for answers to your mortgage related questions.
  • No more runarounds and missing documents. Our rules require mortgage servicers to train their people to answer your questions and, if you do run into trouble, the servicer has to assign people to help you. The servicer also has to have policies in place to make sure they don’t lose your paperwork.
Those are some of the new rules. In addition, servicemembers should know that we issued guidance in June 2012, along with other regulators, saying that mortgage servicers should have processes in place to handle requests for assistance from servicemembers with PCS orders, and that they should clearly communicate their policies.
In 2011, two important players in the mortgage market —Fannie Mae and Freddie Mac —updated their policies to say that a PCS move is considered a “qualifying hardship” for mortgage assistance options for servicemembers. In other words, servicemembers do not have to be behind on their mortgage payments before they can ask for help. It was also announced that a homeowner with a Fannie or Freddie loan and PCS orders will automatically be eligible for a short sale.
Also, those servicemembers who do a short sale (selling their home for less than they owe on the mortgage) will not have to pay the difference between the original loan amount and the proceeds from the sale if the property is their primary residence and it was purchased on or before June 30, 2012.
Finally, the U.S. Department of Veterans Affairs (VA) also has provisions for a short sale called a “compromise sale.” Servicemembers should contact their lender or the VA for more information on this program.  We work closely with the military community to get the word out about any policy changes that affect servicemembers. We encourage servicemembers and their spouses to talk to their JAGs or military Personal Financial Managers (PFM) about these issues, too.
We hope our new mortgage rules will allow servicemembers to spend more time on their important mission and less time worrying about their mortgages. Learn more about our work on mortgages.

Middle East Conflicts Memorial Wall

clip_image001

On June 19th, 2004 a Granite Memorial Wall was dedicated commemorating the servicemen and women who have lost their lives in worldwide conflicts since 1979. The project was conceived by Tony Cutrano and Jerry Kuczera, built with donated material and labor and is the first of its kind in the History of the United States to give honor to our fallen by name while a conflict is ongoing. It took 20 years to Honor our Vietnam Veterans. Almost 60 years to Honor our World War II Veterans. The names on the wall represent our fallen heroes from such diverse locations as Panama, Lebanon, the Balkans, Grenada, Somalia, Haiti, USS Cole, USS Stark, Terrorist attacks in Italy, Greece, Scotland, and the current conflicts in the Middle East.

The Purpose of the Illinois Motorcycle Freedom Run is to show Our Brave Servicemen and Women, and their Families, that we support them, and to Honor Fallen Heroes. The route is lined with Americans waving American Flags and paying tribute.

Fw: MOPH Region VI Weekly Report 1/9-15/2014

Weekly reports generated by Region VI NSOs, 1/9-15/2014.

San Diego VARO:

Traveled to VAMC La Jolla on two occasions to discuss claim with veteran who has brain, bilateral lung cancer.  Met with M Mullen on 2 occasions at VAMC La Jolla to discuss other veteran matters.  Also spoke with Art in Oakland, Adale and the veteran regarding her moving to Reno, which is out of CA jurisdiction and she is unhappy that Art won't help her.  Art actually got her raised from 20% to 60%, and has a pending reconsideration on one of her issues that is being handled now through Reno.  She lives to far to travel to Las Vegas to see Eddie and I explained to her to actually go to the VARO in Reno to discuss her claim and submit any further evidence she may have in support of same.
Training of new NSOs and AAs in both VARO San Diego and VARO Los Angeles locations continue. Continue on Follow-up with NODs and Appeals, as well as responding to phone calls, emails, claim review, etc.
Received and reviewed several Annual Training Records.  I expect to receive the balance of them this week in order to transfer to National for review.
Review timecards, concur and updating data as needed.  Also, continue to review data in VCMS and checking Share/Vacols, Virtual VA, etc. for accuracy.
Continue daily sign offs at the 4 separate buildings, (two of which have more than one location (floor) to sign off at), which all require sign offs twice per day.
Eddie Kimes, NSO - Las Vegas:
Checked VCMS and SHARE for claim statuses and awards.  Conducted veteran consultations.  Filed new service connected claims and POAs.  Mailed claim information and request records information to veterans .
Went to Vet Center  for veteran consultation.  Continue general office duties.

Joseph Phillips, NSO - VAMC Long Beach, CA:
Continue seeing Vets about a myriad of veterans services.  Inputted award letters into VCMS and updated diary entries and received a retro pay of $110,940.00. Assisted a nearly homeless couple with finding affordable housing.  SSVF would not work because their paying too much rent.  Made early appointments for Vets to accommodate their work schedules.
ALL of the VSOs here in Long Beach continue to experience Drs unwilling to fill out DBQs.  We are going to request that this issue be discussed at our next quarterly meeting with the Director.
Tony DeVore, NSO - VARO San Diego, CA:
It has been a very busy week with appointments.  Several new claims filed with the VA and Award Letter & Rating Decisions received and entered into VCMS.  One veteran received a Retro Payment in the amount of $43,000.00.  Also prepared for an upcoming hearing, continue training of new AA, as well as general office duties, returning telephone calls, emails, etc.  All in all a very productive week.
Arthur Harris, NSO - VARO Oakland, CA:
This week the phone calls have returned to normal after the holidays, the amount of appointments are still low.  However the office has been dealing with a high volume of appeals to start off for the year.  VCMS updates are continuous, to include checking SEP and VBMS.

Jay Parker, NSO - VARO Phoenix:
It has been a slow week for decisions and claims submitted.  It has been very busy all week with veterans wanting to file claims and here to see what they need to do.  Most of those will return with the proper information to file a claim.
I have been having meetings with the Director and service center manager on changing their outlook on singing off on a state document so the state will issue a free fishing license to veterans who are 100% P&T.
The AA continues to purge files trying to make more room.  We are pretty much out of filing space.
I continue to search for the lowest priced office supplies.  For example, the other day I found the purple insert folders for $15.29 per hundred vs. Millers at $43.00 per hundred.
I continue to visit the hospital once or twice a week and the Vet center at least once a week.  I also visit the State Veterans Home when needed.  The last Wednesday of the month I meet MOPH foundation members at the hospital.  We pass out information and answer questions.
Review decisions, write claims, general office duties.
Cheryl Paden, NSO - VAMC Tucson:
Submitted claims, all of which were FDC.

Returned messages and emails some tring to find out what they need to bring in to start a new claim and some to get updates on their pending claims.

I gave paperwork/homework to Veterans so I can submit FDC claims for them.

I have reviewed decision letters, continued other normal daily activities, filing, reviewing.

I am doing research on Korat so I can do a fully developed claim for a veteran that was stationed there.
Raphael Paris, NSO - VARO Honolulu:

Also made sure all mail was sent out and all documents were entered into the system and filed for the week.  My office was closed on Tuesday due to a medical illness with my daughter.
Michael Mullen, NSO - VAMC La Jolla:
It has been a pretty average week.   I answered calls, returned messages, and saw a lot clients.  I submitted evidence for existing claims, entered ratings, and made a couple of visits around the hospital and to the psychology inpatient unit.   I also had my monthly VSO meeting with the VAMC San Diego director today.   IT finally stopped by and completed my work order to reconnect the fax machine in my office.   For the most part, it was a normal week for me at the hospital.

FW: Region IV Weekly Report for 12/12/13-1/8/14

Weekly reports generated by Region VI NSOs, 12/1213-1/8/14:

San Diego VARO:
Was on Vacation during the Christmas/New Year Holiday; however, I did keep in contact with my offices throughout the Region, continued checking timecards, Concur and VCMS, as well as responding to emails and calls.
I continue to do sign offs daily and ongoing training of new NSOs and AA in VARO SD location.   I continue to followed-up on the NODs and appeals, as well as responding to phone calls, emails, claim review, etc.  Have responded to calls made to National regarding various issues from veterans both belonging to other organizations as well as MOPH, and contact our NSOs regarding follow-up, as well as veterans' wanting information.
I am reviewing offices that need Evaluations and Site Visits completed and will be making plans for travel to these areas in the near future.
Am trying to play catch up on some items from when I was out of the office.  Gathering information from my regional offices on wish lists as well as annual training request.
Eddie Kimes, NSO - Las Vegas:
Checked VCMS and SHARE for claim statuses and awards. Found award letters in Virtual VA to input for Monthly Report.
Filed new service connected claims and non-service pension.
I made contacts with Reno management to address veterans NOD (not posted in VA system) that was submitted back in August. Got positive results.
Went to Vet Center to meet veteran to file service connected claim, made appointment, answered general questions and veteran consultation purposes.
Peruse veterans c-files for 646 completion.  Sent VA forms and other information in mail to a couple of veterans requesting information.  Assisted veteran with paperwork supporting claim and with service medical records that were obtained from RMC and compared what STRs VA processed through VBMS.

Joseph Phillips, NSO - VAMC Long Beach, CA:
A HUD VASH Social Worker that I work with on homeless cases requested that I give an orientation on what NSOs do for a Social Work Intern.  Orientation is scheduled for Monday, December 30th.  I scheduled two 7 AM appointments to accommodate Veterans schedule.    I continue seeing Vets about a myriad of veterans services.  I inputted award letters into VCMS and updated diary entries.
Assisted Veteran with application to State Veterans Home. -
I met with a VAMC Long Beach HUD VASH social worker and her intern this week.  We discussed the role of the MOPH in assisting homeless veterans.  In the past an emphasis for homeless vets with alcohol and drug problems was treatment.  That has now changed to getting them off the streets first. I give a priority to homeless vets by asking them where they slept the night before and when did they eat last.  I can always get them a meal through Volunteer Services and point them in the direction to Villages of Cabrillo (US Vets Homeless Shelter in Long Beach).   HUD VASH case Managers spend a lot of time in the field so they asked if the VSOs here in Long Beach can give the vets a screening form which can be forwarded (confidentially) to HUD VASH here in the hospital.
Tony DeVore, NSO - VARO San Diego, CA:
A lot of phone calls and follow-ups were done this past week.  Input of Award Letters and Rating Decision, had a hearing on 12/17/13.   Met with veterans regarding questions and concerns about pending claims and documentation received from the VA.
Meet with new clients and filed disability claims, entered Award Letters and Rating Decisions. Returned phone calls to veterans who had called for status of their claims.  Exchanged emails with veterans that had submitted request/questions regarding veteran benefits.
Very busy start to the new year.  Several appointments with veterans have taken place along with new claims filed with the VA.   Prepared for two upcoming hearings along with entering in Award Letters and preparing for VCMS conference call that will take place on 01/10/14 @ 1pm EST.
Arthur Harris, NSO - VARO Oakland, CA:
I have three appointments with veterans one was the initial appointment and the two others were for appeals.  The amount of phone call have been low due to holidays should pick up at beginning of the year.  No walk ins and updated VCMS on a daily basis, received an approved appeal for a veteran,  in which we got the veteran an earlier effective date of March 2008, on his PTSD to include a retro of 35,484.00.
Updating VCMS and purging the files have being the primary work this week.
Tennell Brady, NSO - VARO Los Angeles, CA:
Met with many veterans, responded to calls and submitted claims to the VA.   Continued with mentoring new employees.  Participated in a video Travel Board hearing.  Intervened in minor dispute with veteran.   Ventured to Wadsworth Hospital to view new office furnishings.
Ron Quinata, NSO - Guam:
Assisted several veterans/dependents, including DIC claims, award letters, recurring claims and new POAs.  Attended VSO Video Conference with the Honolulu VSM at the VBA Guam Office. Discussed issues on claims down to 334 day old claims as of 01/2013 with the 275 day old claims rated by 03/2014.  Added new transfers.  Continued administrative work in the office i.e., updating VCMS, following on letters received, at least many telephone calls, email responses.
Assisted veterans/dependents and continued administrative work in the office i.e., updating VCMS, following up on letters received, received several telephone calls, emailed several responses.
Jay Parker, NSO - VARO Phoenix:
Our monthly meeting with the VA took place today after 3 months of cancellations.  We discussed a number of things but most importantly we discussed FDC claims.  We learned today they havent been given priority.  We were led to believe they would but they have been doing claims from on or before Jan 1 this year.  They are now going to dedicate a team to FDC.
I visited the hospital twice.  I met with the lead DR of the TBI clinic and the Audiologist to discuss issues the audiologist my want to look for in their exam.  Such as physical damage and refer the vet to an ENT DR.
Retro benefits fairly small 9000- 15000.  One retro of $31,074.00.  Lots of phone time.
This is a short week due to PTO.
We have had more discussions on FDC claims. In a meeting with the service center manager and some coaches we were told that FDC claims will be given top priority again. The D1BC Team was to be disbanded and spread out across the building. Instead they are keeping the team whole and directing them to do all FDC claims.  If they stay with this plan it will bring completion of FDCs to warp speed.
General office duties, phones, data entry, purging, Lisa is doing a great job of clearing out old medical records.
Cheryl Paden, NSO - VAMC Tucson:
I submitted claims and have spoken to Jay several times for assistance with a veteran's pending claim, which were above my level allowed.

Returned messages and I have been getting referrals from Veterans and medical staff at SAVAHCS. I spent several hours at the Hospital making contacts in Bldg 90 anf Bldg 58.

I gave paperwork/homework to Veterans so I can submit FDC claims for them.

I have reviewed decision letters, worked on filing and general office duties.

I missed the VSO meeting because I was ill.   I did speak with Debra Brookshire on the phone and we are having an inspection the first week of Jan.

I submitted claims and I spoke with Lisa a few times to assist her, Jay was out of the office.
Pat and Charles from Bldg 90, the Homeless vets program came over to talk with me so they could understand what was needed to file claim.  They stated that way they could help the guys to get what was needed so they could file.   So going to the different areas in the hospital is working.

I have reviewed decision letters, worked on filing and general office duties.  Continued other normal daily activities, filing, reviewing, and responding to emails, telephone calls I am also working on the pending claims report ,etc.  Received on retro for a veteran of $30,993.

I had an inspection this week of and all was good with this office.

Michael Mullen, NSO - VAMC La Jolla:
It has been a busy week again.   Answering a lot of calls, returning messages, and saw a lot clients like I did last week.  I submitted evidence for existing claims, I entered a couple of ratings, and I made a couple of visits around the hospital.   I had a lot of appointments scheduled this week for both new claims and to submit evidence for ongoing claims, because Im headed to Boston for the Holidays tomorrow.
It has been a very busy week, I was answering calls, returning messages, I saw more clients than normal, submitted evidence, and entered many ratings.   I assisted several veterans in sending off for STRs so we can decide if they have possible claim.  Its almost been 3 weeks since I put in a work order with the ITT department, because my printer and fax stopped working due to a Windows 7 update the VA made over 3 weeks ago.  I have called several times and all they tell me is that Im listed as a priority work order.   On Thursday, I was finally able to link my computer to a network printer on the other side of the hospital.  I spent several days printing out all kinds of claims and evidence.  I am still waiting on some of those veterans to come in and sign forms in order for their claims to be submitted.
It has been a very busy week, I was answering calls, returning messages, I saw a lot more clients than normal, submitted evidence, and I entered a lot of ratings as well.  Its now been over 4 weeks since I put in a work order with the ITT department, because my printer and fax stopped working due to a Windows 7 update the VA made over 4 weeks ago.  Im still printing on a network printer on the other side of the hospital, but the most inconvenient part is not having a fax.  Last week was probably the busiest week Ive had  this year!
I had a lot of appointments scheduled this week, but my Monday and Tuesday appointments had to be rescheduled because the power source in my computer died over the weekend.   My computer was fixed by IT early afternoon on Tuesday and is running better than ever.   I saw a lot of clients today that I had rescheduled from the 2 days before.
Erin Hamlin, NSO - Salt Lake City:
Have been making and returning numerous phone calls, seeing numerous clients both walk-in and by appointment.  I had 2 Veteran Conferences with a RVSR to prevent reductions in Service Connection.  I continue daily to review Utah Rating Decisions, BDD/PLCP Rating Decisions, and PLCP SOCs.  I forwarded PLCP Development Letters.
I will be on PTO 12/23/2013 and 12/24/2013.  I have been making and returning numerous phone calls, seeing numerous clients both walk-in and by appointment.
Out sick 1/2/2014 and 1/3/2014.  Continue my efforts to go through my office files and get them in order.

All,

Attached is the final press release, which has been coordinated with Jon, on the Intrepid Spirit NICoE Center at Fort Bragg. The announcement will be made on Fox and Friends Tuesday morning, I will be attending with Bill White from the Constellation Group and a veteran who has attended one of the centers.

I know that some have been critical of not being notified when items such as this have not been announced so feel to pass it on. This is a particularly important donation since it meets our stated priority of assisting those suffering from PTS and TBI as well as associating ourselves with a highly respected charity established by the Fisher family.

Have a Happy New Year,

Jeff
